INSPET Values – Leadership and Excellence in Critical Energy Infrastructure

16 January, 2026

Leadership means vision, direction, and the ability to build sustainably, steadily, and meaningfully — teams, companies, and destinies. In INSPET’s case, this story began more than 75 years ago, when Romanian specialists in oil and natural gas infrastructure laid the foundations of a strong technical culture, at a time when the development of energy infrastructure was essential for Romania’s economic progress. The company’s roots are deeply anchored in the technical history of the Romanian energy industry, evolving gradually and continuously adapting to become a comprehensive service provider for complex projects in the energy sector.

From the very beginning, INSPET was built by Romanian engineers, technicians, and professionals who understood that critical infrastructure is not merely about construction, but about responsibility toward the economy and the future. The first generations established a rigorous technical foundation, working on strategic projects for the transport of natural gas, oil, and water, directly contributing to the development of national energy infrastructure. Over time, this professional legacy evolved into a mature organizational culture, passed on from generation to generation through real field experience and highly complex projects.

Mr. Iulian Voinea founded the Company in the form it exists today, demonstrating rare entrepreneurial courage during the transition to a market economy, assuming responsibility for the timely payment of salaries for over 2,500 employees taken over from the state-owned system, while shaping the pioneering vision of a sustainable and competitive, independent top-tier private company in the strategic sector of energy infrastructure construction.

Mr. Petre Mustățea later took over the mantle of performance, investing intellectual effort and tireless work over 24 years, optimizing and leading the Company toward a series of technical milestones at national and regional levels, successfully delivering landmark projects for the Romanian oil and natural gas industry, of strategic importance for the security of the European energy system.
